Change to Transfer Fee Restrictions for Late Payments
English Football League (EFL) clubs have agreed to shorten the duration of transfer fee restrictions imposed on clubs that fail to meet financial obligations promptly.
Previously, clubs that did not make payments within a 30-day period faced a ban spanning three transfer windows on any incoming transfers or loans involving a fee.
Sheffield Wednesday experienced this three-window restriction after twice missing player wage payments on time, in March and May 2025, with the total delay exceeding the 30-day threshold.
Under the updated regulations, clubs may still incur a fee restriction; however, this will be limited to only one transfer window. The EFL intends to evaluate any future breaches individually.
"Moving forwards, this will be replaced by a more structured business plan approach, based on individual circumstances, which aims to make it clearer what information clubs need to report to the League and when," the EFL stated.
"Under the revised regulation, clubs may still be subject to a fee restriction, but only for one window. Clubs will also maintain the right to appeal, while the League also maintains the right to charge clubs in serious cases of persistent defaulting."
The new rule was approved during the EFL's Annual General Meeting held on Thursday.

Rick Parry has been re-elected as the EFL chairman for an additional three years, extending his tenure in the role to a decade since his initial appointment in 2019.
