Couple Ordered to Pay Nearly £8,000 for Failing to Control Noise in Cardiff

A couple from Cardiff must pay nearly £8,000 in fines and costs for failing to manage noise at their business premises.

Cardiff Council stated that Keith and Caroline Munro repeatedly failed to comply with legal requirements to control noise emanating from their Kings Road Yard site in Pontcanna.

The council took action against them following multiple complaints from local residents regarding excessive noise, including amplified music and customer noise gathering on the premises.

The two owners pleaded guilty to breaching a noise abatement notice during a hearing at Cardiff Magistrates' Court.

The court heard that the noise "had a significant adverse impact on nearby residents, affecting their ability to enjoy their homes and gardens and impacting their quality of life."

Both defendants were ordered to pay £3,900 each, which includes a £1,000 fine (£200 for each of five offences), a £2,500 contribution towards prosecution costs, and a £400 victim surcharge.

'Significant Impact Over Time'

Excessive noise falls under the portfolio of Cabinet Member Councillor Ed Stubbs.

The council, he said, "always seeks to work constructively with businesses and individuals to resolve issues early," aiming "to ensure residents can enjoy their homes without unreasonable disturbance."

"Noise disturbance can have a serious and lasting effect on people’s health and wellbeing,"

he added.

"In this case, there was clear evidence of a significant impact on residents’ quality of life over a period of time."
