Christ Tshiunza's Wales Career Paused by 25-Cap Rule
Christ Tshiunza represented Wales at the 2023 Rugby World Cup but his international career with Wales has been interrupted. Steve Tandy, the Wales head coach, is unable to select the Sale Sharks-bound forward due to the Welsh Rugby Union's (WRU) 25-cap rule.
The 24-year-old lock and flanker is set to join the Sharks after leaving Exeter Chiefs, the Premiership runners-up, this summer. However, this transfer means he no longer meets the WRU's selection criteria, which mandates that players contracted to clubs outside Wales must have earned at least 25 international caps to be eligible for national selection.
Tshiunza currently has 15 caps. Under the policy, he would have remained eligible if a Welsh region had made a reasonable offer, a provision that previously benefited players such as Jarrod Evans and Rhys Carre. Despite interest from Cardiff Rugby and the Ospreys, Tshiunza chose to remain in England on an initial one-year contract.
Selection Policy and Attempts to Retain Tshiunza
Tshiunza's representatives appealed his case to the Professional Rugby Board (PRB) and Rugby Management Board (RMB), but the decision upheld the 25-cap rule, rendering him unavailable for Wales selection.
"We have been keeping an eye on him, but there's been a process and he's been deemed unavailable for us through the 25-cap law," confirmed Wales head coach Steve Tandy. "That's a shame. There's been a process followed so unfortunately Christ will be unavailable to us."
The WRU's selection policy aims to retain emerging international talent within Wales. The cap threshold was reduced from 60 to 25 in February 2023, facilitating moves such as Dewi Lake and Jac Morgan transferring to Gloucester, with their British & Irish Lions Test appearances counting towards their caps.
The rule previously influenced Joe Hawkins' return to Wales with Scarlets last summer after he became ineligible while contracted to Exeter. Hawkins has since featured in six of Tandy's nine matches as head coach.
First Player Affected Under Tandy's Tenure
Christ Tshiunza is the first player to be declared unavailable to Wales under Steve Tandy's coaching tenure due to this policy.
"As a coach you want it all don't you? I wasn't here when that policy was put in place and I don't think it is fair for me to voice what I think about it," said Tandy. "I'm disappointed for Christ, but ultimately there are procedures that are put in place that we have to follow.
"I want as many Welsh qualified players available to us because we haven't got a massive pool. Ultimately you've got to follow the process."
Tshiunza made his international debut against Fiji in 2021 and earned his most recent cap as a lock against South Africa in the autumn of 2024. He was unavailable for selection this season due to injury.

Wales' Squad Depth and Future Prospects
Despite Tshiunza's unavailability, Wales remains well-stocked in the back row. The summer squad, which will be trimmed following the uncapped match against the Barbarians in London, includes 10 back-row forwards.
Among them is Exeter prospect Kane James, who will only be subject to the WRU cap rule once his current contract expires. Chiefs head coach Rob Baxter has described the 21-year-old as being on a "long-term agreement."
