Legal Action Initiated by Swansea Council
Swansea council has initiated formal legal proceedings against the Welsh Rugby Union (WRU) in an effort to prevent the proposed sale of Cardiff Rugby to Y11 Sport & Media.
The council alleges that the agreement made between the WRU and Y11, which currently owns the Ospreys, violates UK competition law and undermines the WRU's own restructuring plans for the professional men's rugby game in Wales.
"We believe the WRU has acted unlawfully, and we will continue fighting on behalf of the Ospreys and rugby supporters across Wales," said council leader Rob Stewart.
The WRU has been contacted for comment but has not yet responded.
Background on WRU Restructuring Plans
In October, the WRU announced its intention to reduce the number of Wales' professional rugby teams from four to three by 2027. The governing body cited limitations in the available talent pool and financial resources within Welsh rugby as reasons why only three professional teams could be sustainable and competitive.
The WRU stated that three licences would be issued, representing teams based in Cardiff, the west, and the east of Wales.
In December, the WRU indicated that further discussions were necessary and that if no agreement was reached, a six-month tender process might be initiated to select the three teams.
Preferred Buyer Announcement and Council Response
Last month, the WRU announced that Y11 Sport and Media, the current owners of the Ospreys, had been selected as the preferred bidder to purchase Cardiff Rugby.
This announcement prompted Swansea council to request an investigation by the UK's Competition and Markets Authority into the proposed takeover. The council expressed concerns that the deal could unfairly limit competition, reduce options for supporters, and negatively impact Swansea's local economy.
Legal Arguments and Potential Consequences
The council now states it has commenced legal action against the WRU, asserting that the proposed sale breaches UK competition law.
"If this deal proceeds then the Ospreys will cease to exist as a professional regional team at the end of the 2026/27 season, based on what we've been told," Stewart added.
Last week, Swansea council revealed it had applied for a High Court injunction to block the proposed transaction with Y11. The council also noted that the WRU had informed them that the deal would not be finalized before 16 March.
