In 2024, President Trump appointed Lake to head USAGM following her unsuccessful campaigns for the US Senate and Arizona governor. During her tenure, she initiated plans to dismiss hundreds of VOA employees and reduce funding for other news organizations under USAGM's purview. These actions were met with resistance from agency staff.

In March, a federal judge ruled that Lake's service as head of USAGM was unlawful because she had not been confirmed by the Senate. The court also invalidated her decisions at the agency, including the mass layoffs.

Kate Neeper, a USAGM director placed on paid leave in 2025 who joined litigation opposing the dismantling of VOA, commented on Lake’s nomination in an interview with . Neeper interpreted the nomination as an acknowledgment of the staff’s resistance to Lake’s efforts to dismantle the agency.

"This is a concession to that victory,"
