Potential Welsh Capital Budget Cuts Linked to UK Defence Plans

The Welsh government has estimated that funding for buildings and infrastructure in Wales could be reduced by as much as £30 million within the next year as a result of UK government defence spending plans.

On Tuesday, the Welsh government indicated it expects to lose funds from its £3.7 billion capital budget due to the Defence Investment Plan, although the exact amount remains unclear.

If a £30 million cut occurs, it would represent approximately 0.8% of the capital budget; however, current allocations suggest nearly all funds except £29,000 are committed under existing plans.

The UK government has been approached for comment on the matter.

A Welsh Labour source with connections to the UK government described the proposed cut as

"minuscule"
on Tuesday.

Correspondence and Government Statements

In a letter addressed to Welsh Secretary Jo Stevens, First Minister Rhun ap Iorwerth stated that

"capital budgets are facing cuts this year and in following years to fund the Defence Investment Plan (DIP)"
.

This follows an announcement by Prime Minister Sir Keir Starmer, who declared a £15 billion increase in military spending to be financed by reductions in investment budgets in other sectors.

The Welsh government’s budget is primarily funded by the UK government, based on expenditure calculations for public services in England. Consequently, cuts in England’s budgets can result in decreased funding for Welsh ministers.

The Welsh government’s own estimates suggest that if a 1% reduction to UK government capital budgets were applied evenly across all departments, it would result in a £25 million to £30 million decrease in Wales’ capital budget for this financial year.

They also anticipate further decreases extending through to April 2030.

"This would cumulatively be significant for the Welsh government's budget with a direct impact for schools, hospitals, and transport connectivity,"
the Welsh government stated.

They added,

"We are also mindful that the UK government has indicated there is a further £4.7bn to be found at the autumn budget – so this is the minimum cuts we expect to face - and could be much larger."

Currently, the Welsh government has not specified how it might accommodate these savings within its capital plans.

For context, £25 million corresponds to the amount planned for surgical and diagnostic hubs.

Budget Commitments and Reserves

On Tuesday, Elin Jones informed a committee that the Welsh government was

"close to committing the entirety of the capital budget"

She noted that only £29,000 remains unallocated from her mid-year budget, which is scheduled for a Senedd vote on 14 July.

However, she mentioned a reserve fund of £50 million accessible to the Welsh government

A Welsh Labour source commented on Tuesday that Plaid Cymru’s response

"to safeguarding the country's defences is disappointing but not surprising"
