Plaid Cymru is set to unveil a comprehensive plan on Saturday outlining its intended actions during the first 100 days if it wins the upcoming Senedd election.

Party leader Rhun ap Iorwerth asserted that Plaid is the only party with a

"detailed plan of action"
for governing Wales.

While specific details were not disclosed overnight, on Friday Ap Iorwerth emphasized a pragmatic approach, stating he was

"not looking to do the impossible"
and acknowledged that finances would be
"tight"

A senior Member of the Senedd (MS) indicated that although there are initiatives the party would

, funding constraints may prevent their implementation.

Political Context and Election Prospects

Welsh Labour has maintained power since the establishment of the National Assembly for Wales, the Senedd's predecessor, 27 years ago in Cardiff Bay.

Recent opinion polls suggest Plaid Cymru is competing closely with Reform for first place in the 7 May Senedd election.

Despite never having won a Senedd election outright, Plaid has previously supported Welsh Labour-led administrations.

Ap Iorwerth criticized the long-standing Labour governance, stating:

"Nearly 27 years of Labour led rule has left our nation wanting.
An NHS overwhelmed by demand, educational standards among the worst in Europe, and an economy still too tied to Westminster to have any real firepower.
Others may promise change but as this plan proves, Plaid Cymru is the only party with a detailed plan of action, representing the genuine new leadership the people of Wales deserve."

During his Friday speech, Ap Iorwerth outlined his government's focus on a clear set of priorities aimed at improving fundamental services to enhance people's lives:

"A health and care service that works"
"An education system focused on equipping every pupil with essential life skills"

He reiterated the party's awareness of financial limitations, stating:

"Plaid knows money will be tight, which is why efficiency and value for money will be at heart of our vision for effective government."

Financial Realism in Manifesto Development

Heledd Fychan, Plaid's finance spokesperson, addressed a conference fringe event, emphasizing the party's realistic approach in preparing the election manifesto:

"There are some things we would love to do but the funding is not there at the moment,"

she said.

Prospects for Minority Government

Plaid aims to secure enough seats to form a minority government, which would allow it to govern independently but still require support from other politicians to pass legislation in the Senedd.

No party has ever achieved a majority in the Senedd, and the introduction of a new proportional voting system makes winning a majority even more challenging.
