Background of the Controversial Structure

An Airbnb host in Rhos-on-Sea, Conwy, who previously constructed a garden room referred to by neighbours as a "prison camp watchtower," is now proposing to replace it with a new structure that some residents fear will become a "party cabin."

The original structure was erected without planning permission and overlooked the gardens of neighbouring properties. It was subsequently removed after the local council issued an enforcement order.

A new plan for a smaller building on the same site is scheduled for discussion by councillors, although it has faced objections from some local residents.

One neighbour expressed concern that the new structure might allow visitors "to repeatedly party, week after week, on the balcony without any curfew or controls."

Previous Structure and Planning History

The former "prison watchtower" on Tan y Bryn Road was demolished after multiple retrospective planning applications were refused by the council. At the time, neighbours objected to the structure primarily because it overlooked their gardens.

Now, plans have been submitted for a smaller, cube-shaped building measuring 4.2 metres (14 feet) by 3.6 metres (12 feet) with a height of 2.5 metres (8 feet). This development would be constructed on the existing concrete platform and feature a flat roof.

'Party cabin'

One resident commented:

"So the 'party cabin' design would not only be visually intrusive but also out of keeping with this peaceful residential area, as it risks persistent disturbance to families and older residents nearby, myself included."

Another neighbour added:

"We have no wish to be reduced to being similar to animals in a zoo. There is every likelihood of noise, light, and disturbance impacting on surrounding properties. This is unacceptable."

A further resident expressed discomfort about the proposed design, which includes a glass balcony:

"The idea of being looked down on and watched by repeated different groups of visitors is not comfortable. This design potentially enables Airbnb visitors to repeatedly party, week after week, on the balcony without any curfew or controls, and so risks persistent disturbance to numerous residents."

Planning officers have advised the council's planning committee that they are "minded to grant" the application.

Details of the New Smaller Building Proposal

Planning consent for a cabin was originally granted in 2016. However, in February 2024, neighbours raised complaints that a larger outbuilding was being constructed than what had been approved.

A planning statement issued by Cadnant Planning on behalf of the applicant stated:

"This proposal relates to a householder application for the erection of a garden room of an alternative design to that previously approved by the local authority."

The statement further explained that the proposed structure is smaller than the partially constructed version and "would serve as an ancillary element" to the main house, situated in the rear garden.

A spokesperson for Conwy County Borough Council said:

"The planning application seeks consent for a new smaller building, similar in scale to that previously granted consent by Conwy County Borough Council."
