Sir Keir Starmer faces mounting pressure to announce his departure as Labour MPs rally behind Andy Burnham, who recently won a key by-election. Options for leadership transition are under discussion amid cabinet calls for a clear timetable.

Prime Minister's Potential Departure Amid Party Pressure

For the third time in four years, the United Kingdom appears to be on the verge of a prime minister announcing plans to leave office, not due to losing a general election but because their own party believes it would be better off without them.

Within government circles and the broader Labour Party, there is widespread anticipation that Sir Keir Starmer may make such an announcement, possibly as early as this morning.

Historical Context: Previous Prime Ministers' Resignations

Four years ago, and three prime ministers prior, Boris Johnson was leading the country. Initially, he argued defiantly that he would continue in office, but that resolve diminished as it became evident his ability to govern effectively was waning.

In early July 2022, I stood outside Downing Street as the lectern was set up and Johnson declared that despite having won a substantial majority just a few years earlier, his own MPs had grown weary of his leadership, leading to his reluctant decision to step down.

Three months later, I was again outside Downing Street when Liz Truss announced her resignation after losing the support of her party.

Current Situation: Sir Keir Starmer's Premiership Under Scrutiny

Now, less than two years after winning the general election and succeeding Rishi Sunak, Sir Keir Starmer faces similar challenges. His premiership has been perceived by many within his own party as increasingly deflating over several months.

For months, Starmer has sought to raise the threshold for any potential successors, making it clear through close associates that he would not relinquish his position easily and intended to contest any leadership challenge.

He notably blocked Andy Burnham's initial attempt to contest a Westminster seat when a vacancy arose in Gorton and Denton earlier this year.

As recently as last week, Starmer stated that Burnham's primary focus, if successful in the Makerfield by-election, should be to assist Labour in winning the Greater Manchester mayoralty he had vacated, and indicated he would offer Burnham a cabinet position.

Andy Burnham's By-Election Victory and Its Impact

Burnham's recent victory, and the margin by which he won, has unleashed a surge of dissent within the Labour Party that had been restrained during the by-election campaign.

With Burnham now an MP, he has demonstrated, particularly in a region where he enjoys significant popularity, that he can outperform Reform UK.

Consequently, many Labour MPs, concerned about Reform UK's rising popularity and recent electoral successes, view Burnham as a more viable alternative to Sir Keir.

Prime Minister's Weekend Deliberations and Cabinet Pressure

Over the weekend, the prime minister has been considering his options, aware that his choices are diminishing.

At least four cabinet ministers, including the home and foreign secretaries, have advised Sir Keir to establish a timetable for his departure.

It is unlikely that these ministers can remain in their roles for an extended period while their calls for his resignation are disregarded.

Possible Courses of Action for Sir Keir Starmer

The first option is to dismiss these cabinet ministers, appoint replacements, and attempt to continue governing, even as the leading candidate to succeed him gains momentum.

Burnham is expected to be sworn in as an MP on Monday afternoon, followed by a planned photo opportunity with Labour MPs.

However, it remains uncertain what the prime minister's position will be by that time.

The second option for Sir Keir is to take control of the situation by announcing a timetable for his departure.

Considerations Regarding the Leadership Transition Process

There is debate within the party about the duration of his remaining tenure.

Some members believe a leadership contest is essential to rigorously evaluate Burnham and any other contenders.

Others worry that such a contest could appear self-indulgent, unnecessary, and prolong the process throughout the summer.

An alternative favored by some Labour MPs involves a process that includes party members with hustings held at Westminster, but without a full vote involving trade unions and the wider party membership.

In this scenario, a new prime minister could potentially be appointed within one to two weeks, or even sooner if Burnham's support proves overwhelming.
